You have to wait a game day to talk to him. Zoning immediately after giving her the items will not move the quest along.

This person Hiwon-Biwon is not there. Good luck finding him as no one has posted it yet. Supposedly by the Shantotos Inn, but not there/

He is there. He's just south of the building, kind of hidden from view. He's involved in three quests that I know of. Making Headlines and the Curses.... quests.
