There is some totally bogus info in one of these posts, your rank with your previous nation doesn't affect your ability to change as I was rank 2 with Bastok and changed to Windy no problem and only cost 4000gil.
I've tried and tried, yet I am unable to change my nation from Sandy to Windy. I have no mission open, yet the NPC tells me that my country is in trouble and they can not accept applications at the present time. What is going on? ; ;
you can't change nations until you're atleast rank 3 in your current nation. Do journey abroad, I know it sucks, but just do it, then get your rank 3 and then try switching nations. If you're past journey abroad and already have rank 3 and still having this problem...then I might be wrong and you might have to be higher rank. Just keep gaining ranks and after each rank check if you can switch nations. Personally I go all the way to rank 10 before switching nations so I've never had this problem before lol. Hope this helps.
All of the allegiance NPCs need updating, it seems.
Here's what we all seem to know:
• The cost to change is dependant on your new nation's current Conquest position.: 1:40k, 2:10k, 3:4k. I'd assume that if two nations are joint first/second, then both would cost 40k/10k. Unsure though.
• Your old nation retains your CP (so switching back reclaims them).
• Your old nation retains your Rank.
• You seem to keep Key Items such as airship passes when you change allegiance.
• You cannot switch nation if you are currently on a mission for your old nation.
Here's what is uncertain:
• If you switch nation, you lose Outpost Warps. But does your old nation retain them?
• If you are on Zilart/Promathia missions, does changing allegiance affect this in any way?
Urgh, why can't I change allegiance? Sandy is in second, Windy is in first. On Siren is fairly cheap, one time I saw allegiance change for 4k. But umm, Why cant I? is it because I have signet on? Is it because I have all my items in my storage? Somebody please answer my questions, please. thank you
I just changed my allegiance and have some information to share.
1) I switched from Windy to Bastok and since Bastok was first in the rankings at the time, I was charged 40k gil.
2) You keep your rank in your old country, so when/if you switch back, you don't have to do the work again.
3) You keep ALL key items and such, so the missions are insanely easier. Also, as a side note, I kept my airship pass and got to ride on the Bastok-Jueno Airship as a rank 2 ^^
You do indeed get to keep your old rank and they do save those conquest points for you.. they outright tell you that is the case when talking to the NPC..
To switch for the cheapest cost you have to switch when the country you are going to switch to is in last place.. so just be aware of when the Conquest tally is up for renewal and hope for a sea change.
I have gone from Bastok to San d'Oria and am Rank 3 in each. I plan on doing Rank 3 for Windurst eventually as well.. Those taru and mithra just don't seem to want to give up 1st place, lol.
At rank 3 you get the chance to get the Rings through Conquest Points, so I will have the Sandy, Bastok, and Windy rings, which is going to be kinda cool. The mission for each country are also quite challenging (the Davoi missions come to mind) and you will get to experience them all as well.
Although we all like to be good at being "bad" (thieving and smuggling anyone?)... being labeled as a "traitor" by other players does kinda leave me with a warm glow of pride when I hear it referring to me, heh. And now when I get the mission and quest cut-scenes, and they make me out to be an eavesdropping spy, they make more sense to me.. I *am* the spy! but for which side? [hmmmmm..]
If you switch back, you'll get those conquest points, so if may be worth it to switch, spend the points, and switch back again. Depends how many points you had, and how much gil you need to pay for the 2 switches.
I'm not 100% familiar with the missions past rank 4, but to get the full plotline of FFXI, shouldn't you play through all the different nations' missions? I know not everyone is into the game for the plot, but I am to a certain extent. Once I max out my Bastok rank, I plan on doing the San d'Orian and Windurstian missions too, though I'll still be a Bastokan at heart. Lol...
As for...

does anyone know if you change back, will you get your rank back??
