This guy is at I-9 inside the Shepard's Muster. When you get off the ship hang a right and go up the stairs. This is in the eastern part of Selbina. You only have about 1 game hour (2-3 minutes) to deliver the Pizza and get back on the ship.
This should be updated to indicate that this guy is part of the "His name is Valgeir" quest started in Mhaura. Note that this is the quest that gets you the Map of the Toraimarai Canal.
