Lot of times only the worthless Thickshell would spawn or be fished up.
It "appears" that when fishing on boat, you get more spawns... just what I seem to notice.
Your pole/bait/TH level appear to not have any real help.
...Just keep at it, probably over 15hrs and 20k in trying new Poles/baits.... F***K This Quest is HORRIBLE!!!!!!!!!

First, I'd like to say that this quest SUCKS! I went through about 35 barge tickets before finally getting the lumber. Ironically enough I didn't get it while on the barge. I got it from a fished up "Fishtrap" (different from the "Flytrap"s that spawn normally) while waiting for the barge at Central Landing. I had only 4 fishing skill and used a Yew Fishing Rod and Lugworms to catch multiple of this mob. You can buy the rod and worms for a few hundred gil from Lusiane in South San d'Oria location F-8 (standing outside along the street west of AH, easy to find). I also tried the Willow Fishing Rod and Little Worms that NPC sells but those only got me Crayfish and a few Tricolored Carp.
I highly suggest using that rod/bait combo and fishing for monsters rather than riding the barge and waiting for random spawns. I got some type of monster or a rusty bucket every catch, no normal fish. You can fish while on the barge but I but I only got bites with that gear while in the Central Canal. In contrast, I was getting near constant bites when I finally tried fishing off the Central Landing dock. Oh, and /THF can't hurt if you are high enough level, I had it subbed when I got the drop (but I also had it subbed for about 2/3rds of my barge rides). Did this as 68MNK/20THF.

killed a pug (popped at start of ride) from central to south via newt pool and dropped... wasn't even looking for it :/
ya i got mine in carpenders landing.near the dock 1st kill and drop.
If you can borrow the Lu Shang's F. Rod from a guildie.
and you can get the Rogue Rig. (whew expensive).
Stand across from the NPC at the end of the dock closer to the pole second one in. but in between the two end poles across from NPC.
(spoiler ?) i hope not. Just tellin ya how i did this one twice with two characters at level 31/32 ranger and a rogue(thf).
okay. Pretty much the same way. just the number of casts vary.
I <esc>'ed out for every "fun" music catch. Like, dark bass, shining Trout, rusty leggings, rusty bucket.
I don't have that many slots, and you HAVE to equipt yourself for the monsters, 'cause the FISHTRAP is a monster.
So are the Crabs, several different types.
The Arrow wood lumber plays as a monster but heh, it ain't.
Should be able to get the fishtrap with a mithran Fish. Rod and the sinking minnow .
Not me - I got lines broke, pole snaps (ouch that is expensive).
I switched to Sliced Sardine. Then got pole snaps and monsters, and one fishtrap with no drops.
(fishing level 8, with fsh gloves and Fisherman's boots for skill 10).
Before I borrow Lu Shang's I try to use Composite fishing rod and sardines.
Whoa. I got pugil monsters - which was okay because I got skill ups in evasion and dagger, and marksmanship.
NOT one Fishtrap !
So standing by the second pole in towards land between the last dock pole
across the dock from NPC (like my characters left shoulder is almost touching
the second pole) it took about twenty casts, <esc> for each "fun" music" and
only fish the drum monster music.
No pug's just crabs, and arrow wood and two fishtraps.
First one had beastman seal, and second one had quest item.

I have been trying this off and on for a month now with no luck. I have a level 52 thf that I do this with, that means thf2 as you well know. I have killed ooze, flytrap ( or whatever ), pugils, and crabs on barge with no drop. All I can say is like with most rare/ex drop's in this game, it is entirely based on some kind of luck. Either you get the drop or you don't, and I'm not sure that any combination of circumstances will affect the overall outcome. This is just as annoying as any coffer key hunt you have ever been on. To people that are lucky enough to get the drop on the first kill, please don't insult the rest of us by saying that the quest is easy. You don't know that until you try.

Fishing near the barge ramp I pulled up a Flytrap and got the drop. I also pulled up a Greater Pugil and a Snipper, but it was the Flytrap that dropped for me.

I was on the South to North Landing barge. This emote popped up:
Something has caught on Ineuteniace's line! (Ineuteniace is the NPC that was talking during the ride)
Soon after I hear a splash, an Ooze pops up. So I go up and kill it and the Lumber drops.
Did I just get lucky? Or can anyone else confirm that Ineuteniace has to fish one up for you?

Managed to get it on the first drop going from Central Landing to South Landing.
Pug appeared on the ship, killed it in 3 hits and got a rare/ex item that i wasn't expecting.
Will complete this quest after :D

I've spent well over 8 hours on this crap. Ran through 3 complete multibarge tickets. Fished up 3 flytraps the whole time. Stupid crabs keep grabbing my bait.
So, fricking frustrated.
Composite + Fly lure with a fishing skill of 34.5.

Can be found off the pugs in carpenters landing too, no need to ride the boat at all.
Some of you wont like this but.Went to Carpenters Landing,I went on the boat, killed the only pug on the boat, it dropped the lumber. Went as NIN/WAR

Got this as 40 whm/20 blm, walked in to the landing and died :/ lol then got my bro 53Drk/26war to help me.
1 boat trip, killed everything in sight and got the drop, can't remember what it was off, just kill everything

I got mine on first boat trip from south landing to north panding, dropped off of an Ooze.

FYI. You can camp for Stubborn Dredvodd (an NM Orc) during the boat ride.
I was fishing and trying to get Teak lumber during boat ride. An NM orc jumped right at me all the sudden. I was like 'WTF!?'. Well, I killed it and its Wyrven and got a belt..kinda useless though. It also should drop ring and boot..but i was not lucky enough to get them.

Got the drop on my third boat run, dropped of a Pugil and it was the only mob to spawn that time.
Did this as 55MNK/20THF (for TH), all mobs Too weak of course..

IBHalliwell - I wanted to do Hyper Active quest. Discovered I had to do this quest first only after talking to the quest giver. (Took awhile to complete /sigh)

um... wtf is everyone so excited about this for, 2100 gil am I missing something?
My teak lumber dropped from a giant pugil just as the ship was docking, good thing I used Sneak Attack and one-shotted it. It's not at all like the Manaclipper, only like two mobs spawned the whole trip. ~.~

I went to Carpenter Landing just for fun and i took the barge. I Fosse Pugil spawn, i killed it and it drop. I kept it until today and i think im gonna go get my reward ^^
