No, it doesn't. I don't have wings of the goddess yet, but I was able to get the quest, purchase items from AH, and obtain the newly sized bag (70 storage ftw).
Technically it does from a certain point of view, considering there's WotG drops involved.
So I can't buy items from another country without going there myself? No, it doesn't technically require it.
No, it technically does. You can't buy those items unless someone else who got the drops from the expansion areas sells them. YOU don't have to have it, but it does have to be had by someone in the equation.
