Got this from an Onyx Quadav in Grauberg. I had to run around the zone for a while before I finally found Onyx Quads, and the first couple I saw were already claimed. My amoureux came out to help me look for them, and we got Enblizzard II on our third Onyx. I got Enfire II and Enthunder II on the same day as this, and all three drops were from the third mob killed, oddly enough. Oh, watch out for Chigoes in this zone. They go down easily but they do hit hard and fast.
edit: Also, Macchi Gazlitah (Ru'Lude Gardens H-9) sells these scrolls, apparently.
