How often does the set bonus activate?

It's dependent on how many pieces of the set you're wearing. If I recall, it's about 2% for two pieces, 4% for 3, 6% for 4, and 10% for all five pieces. That being said, despite what you might see a lot of people using, using full Empyrean is not the way you want to go. Optimal TP setups nowaday only use the Empyrean head and feet +2'd, and even easier to gear sets still only use about two pieces at most.

The fast and easy Abyssea set is:

AF+1/Haste hands/Rajas/Epona's

+2 body and hands are never TP pieces, legs are good but lose to Koga+2 in optimal sets, feet are solid in a lot of sets, and the head is best in slot, unlikely to be outclassed anytime soon.

Ocelot gloves are -okay-, but even NQ dusk are better for offensive purposes. Only real use for them is maintaining haste in a hybrid evasion set.

This is what you want to be shooting for:

Not sure if that's entirely optimized these days but it's pretty close if not.

RDM can attain an almost static 50% reduction to recast time, SCH can over shoot this for a total of 60% reduction under Alacrity (provided you are wearing loafers and keeping dark weather on yourself)

MACC is a joke, any job with access to mage gear can hit close the MACC cap on legion mobs, which is why my BRD/RDM can land slow/para/blind despite having only 150 skill (from /RDM.)
