This NPC is on the airship side of the ticketbooth so make sure you talk to her before going into town.

you can go on the side ramp of her too to talk to her!

Actually you don't have to pay to go on the airship. if you just walk out on the pier right beside the stand (the one that's a bit lower than the undocking platform) you can buy from this Mithra just fine.
