Yes, these drop from pandy warden, got em first kill so dunno drop %.
Destroyers r fractionally faster n give a nice crit boost, true.
The 10acc from these, added to pizza/+1 wud allow u to drop basically all other acc gear you are using for +att and +str gear (or haste if were not using as much as possible before). The added damage from the att boost alone would outweigh the bonus from 6% extra crit rate.
The 1% DA rate boost i havent seen much use from, so im honestly viewing that as more of a 'trinket add on', is nice tho.
More dmg, +str and subtle blow, all small boosts over destroyers, but they add up, increasing your DoT and decreasing the mobs TP gain. Kinda obvious, but meh.
Final point, these look amazing. These look better thn any H2H wep IMO, tho relic is a close thing XD.

The Doubole attack, however small, would stack with your brutal earring. The +10 acc would improve your hit rate by ~5%. 5%!!! thats huge!

? yeah, right. Have you heard of Wagh Baghnakhs They are only mildly worse than Destroyers. Waghs are kinda like the Mnks addition to the Perdu & Blau Dolche series.

Monk ws's dont crit (except Backhand blow). In any case, Monk's are not about their ws's, they are about Damage over Time (DoT), and Mnk's are the best damned DoT job in ffxi!
Mnks are not the best DoT job in the game. A ridill / joyeuse war is a better pure DoT job then mnk is.

99.99% sure these drop from Pandemonium Warden. Final boss from the ZNM quests. These weapons kills Destroyers! Good thing Destryoers are free lol.
