I've literally been trying to get this thing since the quest came out. I must have killed at least 300 Fomor Warrior, Monks, and Samurais (not to mention when I used to try in Misareax Coast as well). I go Nin/Thf kill the monk and sam by the colorful leshy pop, then flee over to the warrior on the high rise thing and kill him, then ninja boot back to Tavnazia, heal by changing jobs, and repeat. This way I get 6 a night, and I usually do it if im in Tavnazia and it's about to hit 20:00. The only thing I haven't tried is to fight the harder ones up by the rams, maybe they have a higher drop rate. For such an obscure quest, I wish they'd up the drop rate on this thing.

Killed 16 of them so far and no drop. And am a 75 thf with TH3, drop rate really sucks. Going to try again tonite when I get home.
I am 0/24 right now, camped watchtower war 23 times, and the samurai in mis coast(zone on left side of Taz safehold) 1 time. If you kill the fomors super fast.. w/ NPC, you CAN get 4 spawns a night @ watchtower, but that is the max.
In Mis Coast, A samurai will pop with a rng, right next to the building near Taz zone. 2 Fomors will always pop there @ night, but it might be a drk & ???, instead of the sam & rng combo.

Camped these mobs off and on for what seems like a year...Finally!!
Dropped from Fomor Warrior @ H-8 in Lufaise... first pop of the game night.

Finally got my drop today at the Watchtower H-8 Lufaise Meadows!! Dropped off the Warrior, from the WAR/SMN/BST combo. Tried several days, always killed them 3 times per night. Only different thing when I got drop was I took longer to engage them and summoner and beastmaster had already called on their elemental and pet (respectively). As most of the times, this might just be random or luck... but I write it down in case anyone is interested in trying out this possibility. Good luck!
PS: No THF sub... just PLD62/WHM25 (I know, need to work on WHM...)

brd/thf and nin/thf also killing for 3 days, about 5hrs/day and 15 fomors/hr... also got drop off fomor warrior. lol
*note: in case anyone's interested, it was 6/29/1018, watersday waning crescent 43% 20:00-ish (dropped from first spawn of fomors)
i'd say best bet is to camp megalobugard and kill that war/smn/bst party in the tower 3x a night instead of running back and forth between thf/rngx2 tower.

I took on the 4 fomor party at the Colourful Leshy pop point and the monk dropped it.
I can confirm that the drop rate sucks badly for this item. I've killed loads of these Fomors in Lufaise Meadows on different days. Still can't get it to drop even with THF subbed on my 75 BST.
I would also point out that if you are solo then the four Fomor party at the Colourful Leshy pop point are much tougher than the ones on top of the towers. I can take them out as solo BST with one Carrie but I still got to be careful. There doesn't seem to be any way to split them up. It's "one in, all in" for these Fomors. I managed to get the NIN seperated and she depopped chasing me as she lost aggro. Me and Carrie killed off the other three.
So I went back expecting the NIN to pop alone as she had depopped and not been killed. She did pop very shortly after just as I expected.... but with her three friends as well!!! And they'd just been killed a moment earlier. So it seems these "parties" are like one mob if you get my meaning. The normal respawn time doesn't seem to matter if one of them is allowed to depop.
These four particular Fomors are quite tough considering they con as "Too Weak".

I've had this dropped off the fomor monk that is close to the Abraxas camp, he was with a NIN duo party and they conned VT at 74 so umm yeah, Fomor Monk also drops it. Im begining to think that they do drop from any fomor in Lufaise like Neospanner says, just that the drop rate sucks mayor *** =/.
For what it's worth, I got my drop off a Warrior too, though I did kill many others (mostly the THF RNG RNG pt) too. Took me a good number of kills too. Easily over 50.

Obtained my Extra-fine File last night from the Fomor Monk in the four-Fomor party around the campfire in the Leshy Grove in Lufaise Meadows.
It's looking as though any Fomor in Lufaise can drop this file; it's just a rare drop.

Got this off of the first fomor I killed (War/BST/SMN party in H8 tower of Lufaise Meadows) Warrior dropped.

Where did you find a Fomor Samurai?
In Lufaise, there's a 4-fomor party around a campfire by the Leshys.
One of these is a SAM.

After killing like 57 fomors, i got the drop and yes, i got it from fomor warriors as well.i had TH as well but it didn't improve drop rates at all. Submitted a photo since it's not available here anyways.

I believe the extra-fine file only drops from Fomor Warriors. After doing some digging around, every person I've talked to that made note of which particular fomor dropped the file said it dropped from the Warrior.
I killed close to 200 fomors of the thf/rng/rng trio outside of the safehold with no luck at all.
I killed several rounds of the war/bst/smn trio further away from the safehold, and the WAR finally dropped the file for me the other night.
Needless to say, I've built up quite a bit of fomor hate from doing this quest.

Okay I spent 5 hours last night with a THF sub to my 74 PLD. With Flee I was able to start at the tower at H-8, kill those 3, then run to the tower at F-7 and kill those 3 and by the time you kill those the others at the first tower have respawned... Doing this I was able to kill 15 per hour. Between runs (sicne they despawn at 0400 and dont spawn again till 2000) I killed Giants and Orcs for money and to reduce my fomor possession level. 5 hours later and kill number 69 (the Fomor Beastmaster if I remember correctly), I finally got my File! Tuning In complete! Tomorrow.... Tuning Out!

Spent 2 hours killing Fomors in Lufaise Meadows (they only spawn from 20:00 to 04:00) and not a single drop.
I'm wondering though whether the ones in Miseaurex (sp.) Coast drop them too...
And Phominua (sp.) Aqueducts for that matter.

hmm what are the level's on this NM? =P and how long does it take with TH 1 or TH 2?
"Fomor" isn't a NM, it's a type of mob (they are listed under shadow type mobs, I believe)
i.e.: Fomor Warrior, Fomor Thief, etc.

Yes, Fomor's drop this item. It is an extremely rare drop.
