hey i have 17,000 CP ? how come i do not see this in the list if items i can buy ? im also rank 5-1

If you are not a citizen of Windurst and want to buy this with CP, you have to go to Windurst and talk to a WW guard there. The Ducal Guards in Jeuno will only sell you CP items from your own nation.
