It sounds like you're fighting EP mobs for your level, which is gonna be inconsistent numbers because of their defense. the VERY best way to test it is to kill some lvl 1 mobs, like in Sarutabaruta or Gustaberg. On them, IF it is unlocked, each hit should be 100-130. Compare this to your other dmg 27 weapon, which should probably do about 60-90, but shouldnt break 100 unless it crits - if these are the numbers your Morg is doing also on lvl 1 mobs, then it's not unlocked yet.

No, there is no visible change to the weapon's description. I have the katana of the same type, it didn't change when I unlocked it.
Much like you did, the best way to tell I've found is to equip a weapon with similar damage as the "locked" version, see what it averages, then equip the Morgenstern (or w/e of these 500 WS point weapons you have) and see if it does same or more damage + more crits.
some stuff went wrong, but we killed 1, died RR'd and got unweakened. Went back in, killed the other.
first run dropped Orch ingot, Dams ingot, and morgenstern. all on my orb.
sad part is my inventory was full so the damascus ingot bounced off my inventory, but, hey i look at it like i paid 1.8mil for my club. kinda pricey but meh, i'll take it. lol.

It works like the xxx of Trials weapons, but kind of backwards. You need to collect 500 WS points, and after that, the latent becomes permanent. It's the same way Destroyers work for MNK.
Now, I can't speak from personal experience yet because my level is too low, but the numbers do not lie.
Once the latent is activated, this weapon has a DPS of 7.74, and that's before the six percent critical bonus you get, which can only serve to increase the actual effective DPS from there. The next best club for damage that Paladins can use--the Martial Wand--has a DPS of 7.24.
I don't hear of many Paladins who carry maces with them, which is a shame, because we've all had to tank skeletons and the few other families of mobs susceptible to blunt trauma (corses spring to mind). White Mages can pursue their relic club after Morgenstern, of course, but for pure, simple, undead-whooping Paladin DPS, the buck stops here.
Morgenstern is a character from Shakespeare. Now we just need a Rozencrantz to be paired up with it...tho I'm sure something with that name probably already exists.
Weaponskill points come from Weaponskill quests, which are needed to "clear" the trial weapons, so that you can complete the quest (after 1 NM fight) that allows you to use the final weaponskill (relic weapons notwithstanding) available for each weapon.
