It has slightly higher accuracy (full time, though) than Perdu, no attack, 20% more delay...but 5 more base damage at its worst, 10 more at best. Will 5 base damage on one hand outdo +10 attack and 20% less delay? Probably not. Looks like an alternative to Fudo, but still inferior to Perdu (unless you're saving TP on NIN/DNC, for example).
