Yea...this food could be good, solid food for RNG, or any job that has use of agility. But it can also be looked at as a racial food.
Elvaan are really low in AGI and so this food can help compensate for it when they're leveling up a job.
As for the MP, that can be handy for RDMs who sub RNG for soloing, or simply for BSTs. Both of those jobs will benefit from it, as well as the AGI.

You can also buy this salad in the "bar/lobby/restaurant" for certain jobs/races/nationalities in upper Jeuno (across M&P's Market, w/ a taru standing infront of the door) i'm not too good w/ remembering names. goes for about 1.5k (depending on fame) from NPC inside.

I use this a few times its alright but i'd rather have squid sushi. you can also buy these from the NPC in windurst waters. The place where they sell all the food right next to the cooking guild. Thats how i came across mine cause there never any in stock on my server.

Gives 372 points 409 for an HQ and a max of 3280 points
when you look at it though its a decent food for bst imo... Since most or all bst sub whm it gives a decent 20mp boost and the agl well to help out in dodging i guess
I used one today it lasted 3 hrs. to the minute. (10:40 -1:40 earth time)

Damn right it's good for Rangers. I'm level 25, and this thing definitly lasts more than 5 minutes...
It lasts about an hour (for me anyway). I think it also gave me +20 MP for some reason.
As for how good it is, when using it, I hit about as often as I hit before....when I had Sharpshot on. With a salad in use, I hit as often as with Sharpshot. With Sharpshot AND a Salad, I hit almost every time for 55-70 damage. It was about 1/2 the time before, and only 45-60 damage. Definitly worth the 1.2k I spent on it. (Odin price...)
Oh, and they ARE hard to come by. I only found some the other day.

I have a ranger buddy and he uses these all the time.. he buys the ingredients and I make the salads for him.
