Zebra eels do stack. Can also be caught with sinking minnow.

It's surprisingly easy to get to the waterway in Den of Rancor if you're lower level. You can chocobo through Yuhtunga and Yhoator, and with one or two sneak/invis, you can easily reach the fishing area. (Drop down the first holes you see in Den, and work your way NW til you reach the water.) There are Den Scorpions around the water, but they actually do not aggro. However, the pugils and mousse you fish up will rip you apart if you aren't sneaking.

the hell they dont. . . .

As soon as my sneak dropped:

"The Den Scorpion hits Barber for 392 damage"
"The Den Scorpion hits Barber for 392 damage"
"Barber was defeated by the Den Scorpion"

They most definately aggro to sound. There is a hall you can run down to recast sneak rather safely though. Fairly painless, I just died the one time from assuming the scorpions didnt aggro. Also even thought the shrimp lure only targets zebra eel, I had the same success with sliced sardines as far as eel per hour was concerned and got several gold lobsters as well. My line never broke at fishing level 60. Not saying it wont, but it didnt. Was using lushang so I dont know about other rods here. Hope this helps.
