So, basically, if Sandy's in first for Conquest, and Sandy ALSO controls whatever region this merchant is selling for, the entire list of products will be available.
No, this is not a regional vendor. The only things that affect what this NPC sells are Sandy's conquest ranking and whether or not you're San d'Orian. If Sandy is in 1st and you don't see something on this list, it's because she only sells it to San d'Orians.
With Bastok in control of Elshimo Uplands and San d'Oria in first in conquest:
cinnammon is available to my mule for 270 each (no fame, San d'Orian citizen)
cinnammon is not available to my main (hero fame, Windurst citizen, Windurst in second in conquest)
so it seems you have to be a citizen to buy cinnamon here ><;;

Dec 22 can confirm that (with San d'Oria in 1st on conquest) that all items are still available. Also, be aware this NPS is in the back/top of the grocery store.
this is the store for all cooks, i am really pissed i just got 64 on punpkin soup and didn't know where this shop is, but i'm glad i found it for raisin bread ;_;

Maple sugar is sold when sandy is in 1st or 2nd place, if they fall to 3rd you cannot buy it...anywhere that I know of besides AH ^^ so stock up if you are a cook in the middle of skilling up on pies and it doesn't look good for sandy in the near future.
Like right now on Siren...in the middle of the Harvest event...when everyone wants to craft sweets. /cry ;.;

You may have to be a resident of San d'Oria to buy these. But Benaige also sells:

I think there may be a new requirement of some sort (fame or otherwise) for Benaige to offer Millioncorn. My main character can purchase Millioncorn, but my mule in San d'Oria (level 1, 0 fame, etc.) can not. San d'Oria is ranked first in conquest.
Confirmed. SanD is currently rank 1 and Benaige does not have corn. Now the only place to buy it is from the regional vendor or the guild. -- Fairy Server

I've herad a lot of ruomours and I don't know if this is true. I've heard that some players have bought million corn at 20 gil a piece and given 3 pieces at a time to Melyon for 120 gil hence doubling your gil. I've also heard that the million corn sells at Rombarry's Grocer at 20 gil a piece when San is in first in the conquest tally. However I just went to Rombarry's Grocer, San is in first and they're not selling the million corn. Million corn is selling in Northern San but for 48 gil a piece from an NPC named Antonian. Can someone tell if I can buy the million corn at 20 gil piece from somewhere?

Millioncorn is sold in the nation who owns Aragoneu.

He is technically at E-7, but it is more informative to say he is behind the counter at Raimbroy's Grocery.
He is at E7, not F7 as listed.

Some of the common stores seem to carry more items when the town has certain regions in it's control.
This must be one of those stores. Cinn Stick/Mill corn and Maple Sugar are not currently sold in the grocery store. :( I think it's the Dunes area but not sure.

It took me an afternoon, and maybe 50k to get woodworking to 22 for this. Maple sugar makes a decent skillup item, and I usually farm lightning elementals in Carpenter's Landing for clusters. I actually started making it around woodworking 15. I think it's a viable alternative when you need maple sugar, I've yet to see the woodworking guild in Sandy run out of maple logs.
