I was able to buy them even though bastok was ranked 3rd in tally.
Above lvl4 fame and bought them 11g each.

basty must be in 1st rank for him to sell u lil worms. i found this out b/c basty was in 1st rank (conquest) and he sold them.. After the next tally.. basty was 3rd and he didnt sell them.

He doesn't sell little worms anymore for some reason. I've been having to travel to windy just to get my damned little worms ever freak'n time starting to **** me off ya know. Hope it gets fixed soon if its a glitch bastok even in 1st and 2nd place doesn't have him selling them either.

This NPC does not sell the Bamboo Fishin Rod nor the Little worms.

Yes he sell them, but Bastok need to be 1st on conquest (or maybe 2nd). But he sure sell little wroms cuz I bought dozens of dozens last time.
