I don't know anything about the repop time, but he's a lottery pop from Tonberry Slasher's. For me it popped between the columns in the center of the room, near the 2 Mousses. He cannot be 75, he was a low DC to me at 75 (got 39 exp with NPC out). Easily soloable by a 75 NIN. From what i've heard, read, and seen, the Necklace seems to be 100% drop.
