I confirmed you CAN start this mission without doing any assault missions, i have never done one, but i got the cutscene anyways, you probably just have to wait either an in game day or wait until JP midnight.

Can I just use the Staging point to warp there to get the CS? Or must I enter from Baflau Thickets?

No you cannot. I just tried using the portal to Nyzul Isle Staging Point. I didn't get a CS, I even zoned out into Bhaflau Thickets and back again and got nothing =/

While you are there you might as well go grab the Nyzul Staging Point.

As of this date, the only mobs I found were Qiqirn type and they were T to me at 75. They did not aggro.

Let me clear this up for everyone.
I waited until JP Midnight to have AU8 queue up and then was able to talk to President Naja who told me to go to these Ruins. As this post says above, head to the ruins and trade your silver piece. Then walk to H-8 and the CS will trigger and you will be done with AU9.

The cutscene doesn't start until you get enar the Gilded Door
