I believe you have to finish *all* of ZM5 to get this quest, not just that one cermetstone. Same with the other quests like this

SummaryIs there any way to soothe the spirits that wander about Cape Teriggan? WalkthroughAfter completing your business for ZM5 at the Cermet Headstone, you can trade a Rain Lily to the headstone. This will trigger a cutscene and at the end, you will receive the Flagellant's Rope.

Wrong.
You can get it as soon as you complete this headstone. Same with Opo-Opo Necklace.

i killed the nm for zm5 and tried to trade the rain lily to the headstone and nothing happened. does anyone know how to do this quest?

Did you already took the fragment? You have to take the fragment before you can trade the lily. Only killing the NM isn't enough.
btw: You need a Garnet for the Necklace and a Lily for the rope. Something reffering to FFIX?
