I know this is a late post, but this is the best way to obtain this item as far as I know so far. First, talk to the moogle to level-sync yourself to 1. Then kill about 30 Wraith Bats. Talk to the moogle again, and he will cast enlight on you. Each bat you kill up to 30 will add 1 damage to your attack on the Pyracman. Once you start the fight with Pyracman, do "switch target" and target something nearby, but dont actually click the target. This allows you to move freely while attacking the Pyracman. You will need to turn around as soon as he starts casting "Monocular Scowl". Otherwise, he will remove your enlighten effect, and you will need to talk to the moogle and kill 30 more Wraith Bats to get enlighten again. This is easily solo'able as long as you do it right. When you kill him, he will drop Kingdom Stable Collar, Republic Stable Collar, and/or Federation Stable Collar allowing you to teleport to the stable in either San D'Oria, Bastok, or Windhurst. Talk to the moogle, and he will give you a Eerie Cloak. Talk to him again, and repeat the exact same quest. Upon defeating the Pyracman the second time, wear the cloak while talking to the moogle, and he will give you the Eerie Cloak +1. VIOLA! You now have this rare, and extremely useful item. It's Refresh latent effect stacks with auto-refresh, but only works when your level is in increments of 13, and it must be between the hours of 22:00 - 06:00 VanDiel time. I.E: 13, 26, 39, 52, and 65. If you are 65+, do not fret. You can still level-sync to a party member with a level in an increment of 13, and the effect will still work. I hope this was helpful. I never got any collars or pumpkin cakes. Maybe I'll do it again for some cakes because they're kinda hard to find on Pandemonium (I'm actually kinda jealous of you =/)..
I'm also posting again because I tried to use my Eerie Cloak +1 on my 75RDM and it didn't work, so I'm not sure exactly how long it'll actually work. Does anyone happen to know the level it'll stop working by any chance? (and yes it was night time)

Maybe you should read the rest of the posts before posting a comment or question.

A multiple of 13 would mean the cloak works at level 13, 26, 39, 52, and 65. Plus it has to be night.

I know it has to be night.. I never tried it any other way.. you should take your own advice before handing it out to others ^_^

Ok, so why did you try to use it on your 75 rdm? 75 is not a multiple of 13. If your bst is still 52, it will work on that. And I said "Plus it has to be night.", that means "in addition to".

You go outside your home nation and talk to the moogle. He'll give you a level restriction and tell you to go kill bats. Go kill bats until you see the Floating eyeball then talk to the moogle again and tell him you're ready to take on the eyeball. He'll give you an added effect of enlight. Fight the eyeball and talk to the moogle again. Once you're done he should give you an eerie cloak (non quality). Equip it and do this quest over again except kill about 15 bats before fighting the eyeball and once you're finished the moogle should give you the Eerie Cloak +1.. I actually had to do this quest like 4 times but I think it was because I didn't kill enough bats after getting the NQ cloak

Btw I'm not even sure if you need to be in your home nation, that's just the way I did it

To clear up some confusion:

Your job level doesn't need to be a multiple of any number to get this.
Mine current level is 22.
You do not need to kill the eyeball at night or under any other conditions.
The only requirement is that you kill the eyeball twice. (then talk to the moogle.)

Hint:

It's very difficult to kill the eyeball solo without having your enlight wear off. Your best bet is to team up with someone. Also, you can kill the eyeball even if claimed (although viewed as rude and not recommended.)

Each Wraith Bat you kill, up to 30, makes the "enlighten" effect from the Moogle let you do one point of damage to Pyracmon (an Ahriman) when you go after him. I don't think you can do more than 30 damage, so don't bother killing more than 30 bats before speaking to the Moogle again and going after Pyracmon. If you don't kill more than maybe ten or eleven bats when trying for the +1, you'll get food like Jack-o'-Lanterns and Pumpkin Cake, which are decent. If you're patient and kill the full 30 bats or a little less, you can solo Pyracmon. If you do want to solo him, keep in mind that he works like the mobs in Campaign where mobs can't be "claimed." Anyone can jump in. Oh, and when he readies Monacular Scowl, unlock and turn your back to him because if he takes off your enlighten effect there's no point in continuing to fight him. You can also get the Kingdom Stables Collar, the Republic Stables Medal, and the Federation Stables Scarf (yes, all three!) from him. They're very handy to have. I even got them for my mules to aid in their running of my errands. =^. .^=

Oh, and that's 1 point of damage PER HIT for each Wraith Bat you kill. So 30 bats killed = 30 points of damage per hit against Pyracmon. =^. .^=

You actually need to have a job that is a multiple of 13, AND it needs to be night time. From 10-6 it works, it will stack with Auto-refresh.

I was a level 13 ninja with my whm subbbed my whm is lvl 8 and i did not get either a refresh nor a regen effect so thats not how it's active.

I wanted to figure out the latent so my friend and I did some experimenting. He was a 37blm (subbed whm) and I was a 52bst (also subbed whm). His didn't work for him but mine did work. We both had signet (I don't think signet effects it either way) both from sandy both elvaan (I also think these factors have nothing to do with it). I changed jobs to a 40smn (subbed blm) and it still worked. As far as I can see, you only need it to be night (18:00-06:00) and wear it with a job over level 40.
