I went to Hakkuru-Rinkuru in the Orastery (he was behind a counter with another NPC.) But he didn't say anything about a wand or animal glue. Just said if I was looking for the Minister he didn't know where he was.
Anyone know what's happening? I have the animal glue and I could really use the gil for this quest. Thanks!

I believe you need at least lvl 2 fame in Windurst to get the first quest in this sequence. I would suggest you do some other quests first, like Yoran-Oran's quest in Windy Walls. His is repeatable, and a few times turning in the items will get you a couple levels of fame pretty fast, thus, unlocking this quest.
