I find these drop fairly well off of Worms in Dangruf Wadi with TH1, and you can easily get enough to craft yourself a stack of Zinc Oxide, even at no Goldsmithing lvl. You've just got to be careful when venturing into the areas with higher level mobs if you're below 20.
When I go mining I sometimes get a few zincs in a row. It caused quite a quite a space problem for me because in order to stack these I need 3 copper ores. Now that it's stackable, I can mine for little more profit without tossing away ores.

I was told this by the helper NPCs at the Goldsmithing guild without any skill at all (still 0.0), so it is a starter-level synth.
It is also one of three ingredients for Sieglinde Putty. The other two (Flaxseed Oil and Shell Powder) appear to be similarly low in level, suggesting that this chain of synths was made for the Summerfest-specific Goldfish Set synth as a way to encourage people to crafy.
