You must have level 9 Fame on your city, then put the Bureau and wait till the next quest tally... Thats Sunday 0:00 in Japan, then talk to your mog, he will give you the scroll. This will happen only 1 Time, so then you can sell the Bureau.

Another way to get this scroll, besdies the Merchants, should be from putting a Bureau (furniture) in your mog house. Your Moogle should then give you this scroll.

To clarify the poster above, you must put a Bureau inside of your mog house. Bureaus cost anywhere from 55-70k on Midgardsormr server. Place the Bureau in your mog house and wait for the next conquest tally, similar to the mog house expansion quests. Talk to your mog after the tally and he should give you the scroll of Protectra IV. You can then sell back the Bureau, and congrats, you have yourself a free spell.
I don't know, however, if you need a certain amount of fame for this "quest" to work. I did it with level 7 fame in Bastok. Also, if you place an Armorie in your moghouse, your moogle will give you a scroll of Protect IV.
