I recently went on the Selbina-Mhaura Ferry with a few LS members for some quiet fishing, and hopefully some pirate entertainment. :D
Now, at the time, I had absolutely ZERO fishing skill, and at present, I still have a Craft level of 0 for fishing, yet Ive hooked at least 5 of these things and pulled them in with A Taru Rod and a Minnow (both purchased on the boat).
This is completely normal. People have stories of where they catch fish even 50+ levels below cap o.o
Also, since the gap in skill and cap is so great, skill ups are usually slower but not non-existent ^^
I use a combo of Halcyon rod/minnow lure. With this variation, I catch an array of bluetail, noble ladies and cone calamary. Skilled up from 27-30 and still going.
I kept track of skill ups from Cone Calamary once I hit 40. Since I was in my 20's I have been catching and occasionally skilling on these. Read that level cap was 48 but after I was in my 30's I stopped skilling but kept catching faster. After I hit 40 was when I started recording:
0.1 @ 41 0.1 @ 43 0.2 @ 44 0.1 @ 46 got me to 47 12/21 0.2 @ 47 same day! 0.1 @ 47 12/22 0.1 @ 47 to 47.6 same day 0.1 @ 47 to 47.9 same day!
Once I hit 48 on a bluetail all the way to 49 and at 49.6 now fishing on ferry and off North Qufim Island cliffs with Lu Shang and minnow lure have not got another skill up from them. After 48 I catch them in stacks now though! Just thought I would share and see if anyone else had similar results.
I'm at 13 fishing skill (+4 with gear) and it says the skill cap for this is 48. What's more, I was on the Selbina-Mhaura ferry with a SABIKI RIG and I caught it. It said "you have a good feeling about this one!" No sites have mentioned a Sabiki Rig as even being able to catch these things... is it a glitch or is it just really rare? o.o
No, it's not a glitch. I was on the ferry yesterday when i saw a hume girl catching cones with her Saibiki Rig. Once she caught 3 at once.
Since Bastore Sardine and Quus are very very small fishes, which you can also catch with a Saibiki Rig, i would say a cone is also such a very very small fish and that's why you can catch them with the Rig too.
To bad the catch seems kinda rare so don't set your hopes to high that you can catch cones now in stacks easily.
There exists a black ink recipe that uses Windurstian Tea Leaves.

When someone said they tried every combination of tea leaves and calamary I think you must have missed this one. Been fishing and synthing these for a while.
Easy, easy catch. I was sailing on the Selbina-Mhaura ferry with a composite rod and a minnow lure. I pulled up three EASY with a fishing skill of 29 and got a .1 skillup at one point.
I went to sell them to an npc and was shocked at the 126 (or was it 128) re-sell price! Most of the crap I've been fishing up has been npc'ing for 20-30 gil.
I was pulling these in easier than Cobalt Jellyfish!
My fishing skill is 46 and I recieved a skill up when catching them in Batillia Downs. Hope this will help in narrowing down its level cap of catching the fish/squid.
The level cap is unknown. However, I have yet to recieve a skillup from them at 51 fishing skill, and I have pulled in nearly 6 stacks.
As I said in my previous post, a good place to pull these up is in Batallia Downs with a Hume Fishing Rod using a Minnow lure as bait.
With this setup, you will pull in only these and Bluetail (55 cap), as well as items including Cobalt Jellyfish, Silver Rings, Rusty Picks, and Rusty Greatswords. You will not recieve any "Too small" messages and your rod will not break. I have broken my line three times over three days and ~6 hours of fishing here, and each time the break was due to attempts to reel in before the fish had 0 stamina.
Bablos was spot on: they sold to NPC for 165gil each with max fame in Jeuno. There are only 5 entries at AH on Valefor, all for ~1k/stack. (Dumb folks who don't check vendor prices)
These can be used in one of the new recipes for Black Ink.

All HQ returns were personally confirmed. As I am 65 Alchemy, I cannot comment on the level cap, though my HQ rate was comparable to other Black Ink recipes. I would guess the recipe caps at 10 or below.
Cone Calamary stacks have only been sold 5 times on Valefor's Jeuno AH. If you want to try this recipe, you'll probly hafta fish for them yourself at this point. Batallia Downs with a Hume Fishing Rod and Minnow for bait pulled in a ton.
*EDIT* I have tried replacing the willow log with 2x Windurstian Tea Leaves, which did not produce a result. After tinkering with different proportions of Calamary and Tea Leaves, it looks like the only recipe involves thw Willow Log. Unfortunately, it looks like the 1,2,3,4 Ink result scheme is all we're going to get from Cone Calamary.
It is also used in the pasta Nero di Seppia (see link above). That pasta isn't widely used on Valefor yet. But if you throw some of the calamary on the Auction House for cheap, someone may buy it for that.
I caught this while fishing in battila downs. I was using a sabki rig, and caught 2 at once. It did give me a skill up, and I'm only at fishing skill 22.
It's making the price of sushi go up because when I fish for gigant squid and black sole this fish is a lower lvl than those 2 and making to more difficult to catch gigant and sole.
Does anyone know if this fish is good for anything else besides getting in my way?

They can't be bought or sold at the Fisherman's Guild in Selbina, and they can't be traded in for the Inside The Belly quest in Selbina.
They sell to an NPC in San d'Oria with max fame for 169 Gil each.
I suspect the level of this fish to be reasonably high - my fishing skill is at 56, and although I haven't received any skillups from it, I did receive one 'You're not sure if you have enough skill to catch this fish' message.
Ate one as a Mithra, and received +3 DEX, -6 MND, effect lasts 5 mins.
