Seems that this is also a reward from the Chocobo Hot and Cold game. I got one today ^^
It's not that hard to get these to drop from some of these mobs, as long as you can kill them.
My LS has killed Fafnir like 4x and it has dropped all 4 times. I don't think I've seen it drop from Seiryu yet (only fought it a couple times personally) though I know it can drop.
I also believe it drops from Ash Dragon 100% of the time. Correct me if I'm wrong, though. Fafnir's drop rate is close to that from my experience as well.
