Saruta Cotton
There are two places i ALWAYS find harvesting points. both are in W. Saru. and both are over between Giddeus and the Outpost. if you take the path from the outpost to Giddeus, there are two raised-ish areas. one is just off to the left of the outpost (it's visible from the outpost itself), and the other is along the right side of the path, heading towards the outermost horutoto tower. Now, i don't frequently get cotton anymore (i always seem to get Wijnruits and Flax Flowers >_<) but i usually manage to head back to Windurst with 4 or 5.
As for Giddeus... well, i've never once found a harvesting point there, and i've been all over the place. friends of mine swear that there are some there, and i believe them, i've just never managed to find one.
Honestly, if you need the cotton, stick to W. Saru and bring lots of sickles. if you need the money, go excavating in Tahrongi (turtle shells and chicken bones are far more lucrative).

There are lots of harvest points once you get beyond the caves in Giddeus. They are spaced around. Its just luck and timing you stumble across them, since the spawn time seems to take a long time. Good place to search always seems to be right next to the domed caves which take you to Balga's Dias or the Bard NM. Good luck hunting and expect to throw away a lot of Moko Grass.

This item can be grown. On Windsday I planted Veg seeds in a Brass pot and feed it Ice Crystal to yeild 2 balls of Saruta Cotton.
I guess it depends which is easier to get the cotton or the crystal if it's worth it. I know I won't be using ice crystals to grow this again.

This item can also be acquired by using a theif's steal ability on Mandragoras.

Region control has nothing to do with these... Rarabs from Tahrongi drop them on rare occassion, and we've not had control of Tahrongi for AGES.

I have tried looking for the Harvesting points all along the path to Giddeus and near the campfire but there seems to be none. How often do they regenerate?

Actually region control only pertains to Crystals, You can still get other items, I do it all the time.

This item can be stolen from mandragoras and pygmoids and the mandragoras in buburimu.
There are several harvesting places, from the outpost go west about 20 seconds and then head south, theres a Yugado camp there keep going past it for harvesting points.
Also there are random harvesting points west of the outpost around the clumps of grass, and the other main place is raised and can be reached from near the most western tower.
Otherwise head to Giddeus, the items are a little better there but then if you're low level you're going to be creamed by Yugs

One day I waited and it was only me buying the saruta cotton balls from the Clothcraft guild their stock is limited to 3 per day :(

There's several Harvesting Points in SarutaBaruta where you can get Cotton Balls.
My favorite spot is NW of the Outpost in West SarutaBaruta, heading towards Giddeous. There's usually 3-4 Harvesting Points there and you can usually get a good 5-6 Cotton Balls from them.

I still cannot find the harvest points. I seem to have looked everywhere NW of outpost but no harvest points. Maybe you can provide a map coordinate on the exact location?

you have to either steal these as a thief, get them as a drop, or buy em at the inflated price in the AH... reason for them being greyed out because all the high lvl Japanese people on your server come by at 6:00 game hours to buy the one that is stocked in the weaver's guild. so greyed out means the item is SOLD OUT. so no dice there.. have to get em where you can.

Its has nothing to do with Japanese players. Anyone with half an ounce of common sense can figure out its a competetion to Swoop this up every game morning when the weavers guild opens. Don't blame the Japanese players for your inadequacies.

Actually, I think it has to do with region control too. On my server the beastmen control Tahrongi Canyon, which is where the cotton drops. Without region control there is no trade, therefore no supply of cotton balls.

Do you have to be a certain level to buy this? I tried buying some at Windurst and its greyed out.

The Pygmaiois in Tahrongi Canyon sometimes drop these.
