i started doing my thf af a bit ago, never got any of it done and now im trying to start my drg af.
i activated the AF hands for THF, but never finished it, and when i go there as DRG he keeps talking about Davoi, do i have to do THF af before i can do DRG af?

This is a common problem for alot of players seeking multiple AF sets.. the reason you get the congratulations message is because not all jobs have AF hands as a second quest. I hear this alot when people are seeking the Nin AF.
You actually have to start the "I'll Take the Big Box" quest before your hands npc will stop saying congrats.
It is this way with a few jobs... so if you just keep getting the congrats message... you must complete a different quest first before it will reset the hands quest.

i just did the dark spark fight and went back got my rdm gloves. i went back to talk to him for the next coffer quest. he just keeps saying amazing i see you found the gloves. do i have to wait awhile before he'll give me the next quest?
I just had this happen to me. For me, it was because I wasn't talking to him on the job that I wanted the quest for. (I was on WHM, but I wanted to get BRD hands. I had to talk to him with BRD as my main job.)
Riedelmoser, have you finished all your coffers and quest pieces for your RDM AF? I'm not sure, but you may have to complete your set before you can start a new one.

I'm having the same problem. I completed my bard AF, but he won't give me the quest for my WHM AF. I finished my BRD AF almost a year ago (I have all the pieces). I'll post if I figure it out.

o.O I've exatcly the same problem. I finished 4 days ago the RDM quest, and I liked to start the THF part. I went to Guslam few times (as THF) and he always congratulated me for my RDM Hands. I tried it after the tally, and I still won't get the quest.
Have you already got the quest, or does anyone else know what to do.

No, he's not new. But he is new to the Allakhazam database. Allakhazam considers him the quest starter for coffer AFs because you cannot obtain AF from coffers until you start your Dark Spark quest with him (Borghertz's <job description here> Hands).
Side note: Coffer quests for BLM and DRK are not linked here. Also, the first Quicksand Coffer quest linked is for DRG AF.
