You can catch the Frogs/newts without the Key Item (fact), you just will get better catch rate with it (theory). Time to do some research once i find some of these.

At the guild there is a new key item called Frog Fishing (or something similar) and it said that using live fly bait (this) paired with the key item will target frogs. I'm guessing that either there will be some frog fishing to be had in Promathia or that SE is trying to trick me into spending 30,000 guild points for a key item to fish up Elshimo Frogs/newts... Or copper frogs.
