Latent Effects are triggered effects, dependant on certain conditions being met.
This can be any of a variety of conditions, from TP being under 100% or a specific subjob, to something more complex like a character being a specific race and eating a specific food.
Latent benefits are listed in an item's description box, however the conditions to unlock them, are not.
Hidden Effects are similar to Latent Effects, in that they also have specific condition to be met to activate them. They are different in that their benefits are in no way listed in their descriptions, and have had to be discovered by curious players.

The following weapons have latent effects, they keep track of how many Weapon Skills you have done whilst they are equipped.
The Weapon Skills must be performed on Easy Prey or harder enemies to count towards the tally.
Single-handed weapons need to be equipped in the character's main hand in order to advance this counter.
Each weapon skill you perform using these weapons on Easy Prey or tougher enemies grants you a number of points as follows:
Trial Weapons
Weapons "of trials" are involved in obtaining quested Weapon Skills.
The character must accrue 300 weapon skill points to "break" the latent and then return it to the quest giver before continuing in the quest.
KSNM weapons
Weapons from the various KSNM 30s require 500 weapon skill points to "break" the latent.
Breaking these latents gives the weapons their high damage rating and critical hit rate.

Some Latent Effects are activated with the consumption of food items. Below is a list of food activated effects.
Certain food items have improved effects, if the character is of an appropriate race when consumed.
Royal Omelette provides STR +5 DEX +2 INT -3 MND +4 Attack +22% Ranged Attack +22% If the character is an Elvaan, however they recieve, STR +6 DEX +2 INT -2 MND +5 Attack +22% Ranged Attack +22% HP +20 MP +20 Imperial Omelette acts in the same fashion, with an extra hour of duration due to being a High Quality synth.
Galkan Sausage provides STR +3 INT -4 Attack +9 Ranged Attack +9 If the character is a Galka, STR +3 INT -1 Attack +25% Ranged Attack +25%
'Rice Ball' Equipment are items whose latents are activated when the items are equipped AND the appropriate rice ball is consumed.
If three pieces of equipment (kote, jinpachi, kyahan) are equipped at the same time, the rice balls bonus effects are tripled.
